KATA PENGANTAR

Tiap-tiap warga Negara berhak mendapatkan pengajaran. Hak setiap warga Negara tersebut telah dicantumkan dalam Pasal 31 (1) Undang-Undang Dasar 1945. Berdasarkan pasal tersebut, maka Pemerintah dan pemerintah daerah wajib memberikan layanan dan kemudahan, serta menjamin terselenggaranya pendidikan yang bermutu bagi setiap warga negara tanpa diskriminasi, dan masyarakat berkewajiban memberikan dukungan sumber daya dalam penyelenggaraan pendidikan. Untuk menyelenggarakan pendidikan yang bermutu diperlukan biaya yang cukup besar. Oleh karena itu bagi setiap peserta didik pada setiap satuan pendidikan berhak mendapatkan biaya pendidikan bagi mereka yang orang tuanya kurang mampu membiayai pendidikannya, dan berhak mendapatkan beasiswa bagi mereka yang berprestasi.

Pemerintah melalui Direktorat Jenderal Pendidikan Tinggi Departemen Pendidikan Nasional pada tahun 2010 meluncurkan program Beasiswa Bidik Misi untuk memberikan beasiswa dan biaya pendidikan kepada 20.000 mahasiswa dan atau calon mahasiswa dari keluarga yang secara ekonomi kurang mampu dan berprestasi, baik di bidang akademik/kurikuler, ko-kurikuler maupun ekstrakurikuler.

Program ini sangat penting untuk memutus mata rantai kemiskinan dengan cara elegan, sehingga dimasukkan sebagai program kerja 100 hari dalam Kabinet Indonesia Bersatu II.

Agar program penyaluran beasiswa Bidik Misi dapat dilaksanakan sesuai dengan prinsip 3T, yaitu: Tepat Sasaran, Tepat Jumlah, dan Tepat Waktu, maka diharapkan para pimpinan perguruan tinggi dalam melakukan sosialisasi, seleksi, dan penyaluran Beasiswa Bidik Misi mengacu pada pedoman ini.

Penerbitan pedoman program beasiswa Bidik Misi ini diharapkan dapat memudahkan bagi perguruan tinggi penyelenggara agar penyaluran beasiswa kepada mahasiswa dapat tercapai sesuai dengan harapan kita semua. Selain itu pedoman ini diharapkan juga dapat memudahkan bagi para calon mahasiswa atau mahasiswa yang akan mengusulkan sebagai calon penerima beasiswa, dan memudahkan bagi mahasiswa yang telah ditetapkan sebagai penerima beasiswa untuk mendapatkan haknya.

Dengan terbitnya buku ini, proses penyaluran beasiswa kepada mahasiswa diharapkan akan berjalan dengan lebih baik, dan mahasiswa dapat menyelesaikan studinya dengan lancar, berprestasi tepat waktu yang akhirnya dapat ikut andil dalam meneruskan perjuangan bangsa menuju pembangunan Indonesia sejahtera.

Akhirnya kami mengucapkan penghargaan dan terima kasih kepada tim penyusun pedoman ini dan semua pihak yang telah membantu dalam mewujudkan buku pedoman Program Beasiswa Bidik Misi ini.

A. LATAR BELAKANG

Peningkatan pemerataan akses ke perguruan tinggi jenjang pendidikan menengah yang terdiri atas lulusan SMA/SMK/MA/MAK atau bentuk lain yang sederajat sampai saat ini masih merupakan masalah di negara kita. Banyak lulusan jenjang pendidikan menengah yang berprestasi dan merupakan calon mahasiswa yang potensial tidak dapat melanjutkan ke jenjang pendidikan tinggi karena berasal dari keluarga kurang mampu. Selain itu peningkatan akses informasi terhadap sumber pendanaan masih sangat terbatas. Upaya yang dapat dilakukan antara lain dengan menyusun database siswa jenjang pendidikan menengah yang cerdas dan kurang mampu serta memfasilitasi dan atau menyediakan beasiswa dan biaya pendidikan.

Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional, Bab V pasal 12 (1.c), menyebutkan bahwa setiap peserta didik pada setiap satuan pendidikan berhak mendapatkan beasiswa bagi yang berprestasi yang orang tuanya kurang mampu membiayai pendidikannya. Pasal 12 (1.d), menyebutkan bahwa setiap peserta didik pada setiap satuan pendidikan berhak mendapatkan biaya pendidikan bagi mereka yang orang tuanya kurang mampu membiayai pendidikannya.

Peraturan Pemerintah Republik Indonesia Nomor 48 tahun 2008 tentang Pendanaan Pendidikan, Bagian Kelima, Pasal 27 ayat (1), menyebutkan bahwa Pemerintah dan pemerintah daerah sesuai kewenangannya memberi bantuan biaya pendidikan atau beasiswa kepada peserta didik yang orang tua atau walinya kurang mampu membiayai pendidikannya. Pasal 27 ayat (2), menyebutkan bahwa Pemerintah dan pemerintah daerah sesuai dengan kewenangannya dapat memberi beasiswa kepada peserta didik yang berprestasi.

Undang-Undang Republik Indonesia Nomor 9 Tahun 2009 tentang Badan Hukum Pendidikan, Bab VI, Pasal 46 ayat (2), menyebutkan bahwa Badan Hukum Pendidikan wajib mengalokasikan beasiswa atau bantuan biaya pendidikan bagi peserta didik Warga Negara Indonesia yang kurang mampu secara ekonomi dan atau peserta didik yang memiliki potensi akademik tinggi paling sedikit 20% (dua puluh persen) dari jumlah seluruh peserta didik.

Berbagai macam beasiswa oleh pemerintah, misalnya PPA, BBM, PPE, dan BMU, telah diberikan kepada mahasiswa. Akan tetapi jumlah dana yang diberikan masih belum dapat memenuhi kebutuhan biaya pendidikan dan biaya hidup mahasiswa, sehingga belum menjamin keberlangsungan studi mahasiswa hingga selesai.

Mengacu pada Undang-Undang dan Peraturan Pemerintah tersebut serta kenyataan tentang program beasiswa sebagaimana tersebut di atas, maka Pemerintah melalui Direktorat Jenderal Pendidikan Tinggi – Departemen Pendidikan Nasional mulai tahun 2010 memberikan beasiswa dan biaya pendidikan bagi calon mahasiswa dari keluarga yang kurang mampu secara ekonomi dan berprestasi yang disebut Beasiswa BIDIK MISI.

B. DASAR

1. Undang-Undang Republik Indonesia Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional;

2. Undang-Undang Republik Indonesia Nomor 9 Tahun 2009 tentang Badan Hukum Pendidikan;

3. Peraturan Pemerintah Republik Indonesia Nomor 48 Tahun 2008 tentang Pendanaan Pendidikan;

4. Peraturan Pemerintah Republik Indonesia Nomor 60 tahun 1999 tentang Perguruan Tinggi Negeri;

5. Program Kabinet Indonesia Bersatu II tahun 2009-2014.

C. MISI

1. Menghidupkan harapan bagi masyarakat kurang mampu untuk terus menempuh sampai ke jenjang pendidikan tinggi;

2. Menghasilkan sumber daya insani yang mampu berperan dalam memutus rantai kemiskinan.

D. TUJUAN

1. Meningkatkan motivasi belajar dan prestasi calon mahasiswa, khususnya mereka yang menghadapi kendala ekonomi;

2. Meningkatkan akses dan kesempatan belajar di perguruan tinggi bagi rakyat Indonesia yang berpotensi akademik tinggi dan kurang mampu secara ekonomi;

3. Menjamin keberlangsungan studi mahasiswa sampai selesai;

4. Meningkatkan prestasi mahasiswa, baik pada bidang akademik/kurikuler, ko-kurikuler maupun ekstra kurikuler;

5. Menimbulkan dampak iring bagi mahasiswa dan calon mahasiswa lain untuk selalu meningkatkan prestasi;

6. Melahirkan lulusan yang mandiri, produktif dan memiliki kepedulian sosial, sehingga mampu berperan dalam upaya pengentasan kemiskinan.

II. KETENTUAN UMUM

A. SASARAN

Lulusan jenjang pendidikan menengah yang terdiri atas lulusan SMA/SMK/MA/MAK atau bentuk lain yang sederajat tahun 2010 yang berprestasi dan orang tua/wali-nya kurang mampu secara ekonomi.

B. JANGKA WAKTU PEMBERIAN BEASISWA

Beasiswa diberikan sejak calon mahasiswa dinyatakan diterima di perguruan tinggi selama 8 (delapan) semester untuk program Diploma IV dan S1, dan selama 6 (enam) semester untuk program Diploma III dengan ketentuan penerima beasiswa berstatus mahasiswa aktif.

C. PENYELENGGARA

Penyelenggara program beasiswa BIDIK MISI adalah perguruan tinggi negeri dan perguruan tinggi BHMN terpilih di bawah Departemen Pendidikan Nasional dan Departemen Agama.

D. DANA BEASISWA

Dana beasiswa dan biaya pendidikan yang diberikan adalah sebesar Rp 5.000.000 (lima juta rupiah) per mahasiswa per semester yang diprioritaskan untuk biaya hidup.


III. KETENTUAN KHUSUS

A. PERSYARATAN

Persyaratan untuk mendaftar program beasiswa BIDIK MISI tahun 2010 adalah:

1. Siswa SMA/SMK/MA/MAK atau bentuk lain yang sederajat yang dijadwalkan lulus pada tahun 2010;

2. Berprestasi dan orang tua/wali-nya kurang mampu secara ekonomi;

3. Calon penerima beasiswa mempunyai prestasi akademik/ kurikuler, ko-kurikuler maupun ekstra kurikuler yang diketahui oleh Kepala Sekolah/ Pimpinan Unit Pendidikan Masyarakat (Dikmas) Kabupaten/Kota. Adapun prestasi akademik/kurikuler yang dimaksud adalah peringkat 25 persen terbaik di kelas, sedangkan prestasi pada kegiatan ko-kurikuler dan/atau ekstrakurikuler minimal peringkat ke-3 di tingkat Kabupaten/Kota dan harus sesuai dengan program studi yang dipilih.

B. KUOTA

1. Banyaknya penerima beasiswa pada tahun anggaran 2010 adalah 20.000 orang;

2. Jumlah tersebut didistribusikan kepada perguruan tinggi negeri dan perguruan tinggi BHMN di bawah Depdiknas yang ditentukan oleh Depdiknas dan di perguruan tinggi negeri di bawah Depag yang ditentukan oleh Depag;

3. Kuota beasiswa yang ditetapkan untuk setiap perguruan tinggi terpilih disesuaikan dengan jumlah mahasiswa baru yang diterima setiap tahunnya dan/atau jumlah total mahasiswa di perguruan tinggi tersebut serta pertimbangan lainnya.

C. PENGGUNAAN DANA BEASISWA

1. Besarnya dana biaya hidup setiap penerima beasiswa adalah sebesar Rp 500.000 (lima ratus ribu rupiah) sampai dengan Rp 700.000 (tujuh ratus ribu rupiah) per bulan tergantung pada indeks harga kemahalan daerah lokasi perguruan tinggi terpilih.

2. Besarnya bantuan biaya pendidikan yang dialokasikan kepada setiap penerima beasiswa adalah sebesar Rp 800.000 (delapan ratus ribu rupiah) sampai dengan Rp 2.000.000 (dua juta rupiah) per semester.

3. Apabila biaya pendidikan di suatu perguruan tinggi terpilih ternyata lebih tinggi dari dana yang tersedia, maka perguruan tinggi terpilih tersebut wajib memberikan bantuan biaya pendidikan sepenuhnya kepada penerima beasiswa.

4. Apabila terdapat kelebihan dana pendidikan pada suatu perguruan tinggi terpilih, maka perguruan tinggi terpilih tersebut dapat menggunakan untuk:

a. biaya pelaksanaan tes/seleksi penerimaan (administrasi, transportasi, dan akomodasi);

b. biaya buku, pelatihan mahasiswa yang bersangkutan, dan sebagainya.

c. Semua penggunaan dana harus dilaporkan ke Ditjen Dikti.

D. PENYALURAN DANA

1. Beasiswa dibayarkan setiap semester berdasarkan kontrak yang telah ditandatangani oleh perguruan tinggi terpilih dengan Ditjen Dikti;

2. Pimpinan perguruan tinggi penyelenggara memberikan dana biaya hidup kepada mahasiswa dengan perhitungan per bulan;

3. Penyaluran beasiswa dari perguruan tinggi penyelenggara kepada mahasiswa penerima melalui rekening mahasiswa atau dibayarkan melalui bank;

4. Penyaluran biaya pendidikan diatur oleh perguruan tinggi penyelenggara sesuai dengan ketentuan yang berlaku;

5. Dana beasiswa tidak boleh dipotong untuk kepentingan apapun.

IV. MEKANISME PEREKRUTAN

A. PERSIAPAN PENDAFTARAN

Departemen Pendidikan Nasional mengeluarkan pengumuman melalui media massa, institusi pemerintah daerah (dinas pendidikan propinsi dan kabupaten/kota) dan institusi pendidikan tinggi serta pendidikan menengah (SMA, SMK, MA, MAK atau bentuk lain yang sederajat) untuk memberikan informasi kepada publik adanya program beasiswa ini.

Kepala Sekolah/Pimpinan Unit Dikmas mengkoordinasikan seluruh proses pendaftaran di setiap sekolah dan mengirimkan berkas yang telah memenuhi persyaratan ke perguruan tinggi terpilih yang dituju.

B. TATA CARA PENDAFTARAN

1. Calon mahasiswa memilih program pendidikan Diploma III, Diploma IV dan Sarjana pada perguruan tinggi negeri dan perguruan tinggi BHMN terpilih;

2. Berhubung jadwal pendaftaran calon mahasiswa baru di perguruan tinggi penyelenggara tidak bersamaan, maka setiap calon mahasiswa diharuskan memperhatikan jadwal pendaftaran di setiap perguruan tinggi yang dipilih;

3. Setiap calon mahasiswa dapat memilih maksimal dua program studi, baik dalam satu perguruan tinggi atau di dua perguruan tinggi yang berbeda.

4. Kepala Sekolah/Pimpinan Unit Dikmas dari siswa yang memenuhi persyaratan melakukan pendaftaran secara kolektif, untuk siswa/peserta didik yang menjadi tanggung jawabnya, kepada Rektor/Ketua/Direktur atau pimpinan perguruan tinggi penyelenggara yang dituju dengan melampirkan berkas sebagai berikut:

  1. Berkas-berkas yang dilengkapi oleh siswa

1) Formulir pendaftaran yang telah diisi oleh siswa yang bersangkutan dan dilengkapi dengan pasfoto ukuran 3x4 sebanyak 3 (tiga) lembar. Formulir pendaftaran dapat diunduh di alamat www.dikti.go.id dan/atau www.kelembagaan.dikti.go.id atau difotokopi dari panduan program beasiswa BIDIK MISI yang tersedia;

2) Fotokopi Kartu Tanda Siswa (KTS) atau yang sejenis sebagai bukti siswa aktif;

3) Fotokopi rapor semester 1 s/d 5 disertai surat keterangan tentang peringkat siswa di kelas dan bukti pendukung prestasi lain di bidang keilmuan/akademik yang disahkan (legalisasi) oleh kepala sekolah/ pimpinan unit Dikmas;

4) Fotokopi Kartu Keluarga Miskin. Bagi keluarga yang tidak memiliki kartu Keluarga Miskin, harus menyertakan Surat Keterangan Penghasilan Orang tua/wali atau Surat Keterangan Tidak Mampu yang dapat dibuktikan kebenarannya, yang dikeluarkan oleh kepala desa/kepala dusun/Instansi tempat orang tua bekerja/tokoh masyarakat;

5) Fotokopi Kartu Keluarga;

6) Jika diperlukan dapat menyertakan bukti pendukung lain seperti fotokopi rekening listrik bulan terakhir (apabila tersedia aliran listrik) dan atau bukti pembayaran PBB dari orang tua/wali-nya.

  1. Berkas yang dilengkapi oleh Sekolah/Unit Dikmas

1) Rekomendasi dari Kepala Sekolah/Pimpinan Unit Dikmas yang memberikan keterangan bahwa pendaftar adalah siswa berprestasi yang orang tua/wali-nya kurang mampu;

2) Daftar nama pelamar ke perguruan tinggi penyelenggara yang dituju.

C. SELEKSI

1. Perguruan tinggi penyelenggara menyeleksi usulan calon penerima beasiswa BIDIK MISI sesuai persyaratan;

2. Seleksi ditentukan oleh masing-masing perguruan tinggi penyelenggara dengan memprioritaskan calon yang paling tidak mampu, calon yang mempunyai prestasi paling tinggi, dan memperhatikan asal daerah calon;

3. Apabila diperlukan seleksi yang memerlukan kehadiran fisik pendaftar, maka seluruh biaya untuk mengikuti proses seleksi termasuk biaya transportasi dan akomodasi ditanggung oleh perguruan tinggi terpilih yang bersangkutan;

4. Hasil seleksi ditetapkan oleh Rektor/Ketua/ Direktur atau yang diberi wewenang untuk itu setelah melalui proses verifikasi.

D. PENETAPAN

1. Setiap perguruan tinggi penyelenggara harus melaporkan data hasil seleksi/perankingan semua pendaftar ke Direktorat Kelembagaan Ditjen Dikti sebagai bahan verifikasi;

2. Dalam verifikasi bersama yang dikoordinasi oleh Direktorat Kelembagaan Ditjen Dikti dilakukan penetapan penerimaan. Seorang calon hanya diterima di satu program studi pada perguruan tinggi tertentu.

3. Apabila calon penerima beasiswa yang diterima di suatu perguruan tinggi penyelenggara tertentu kurang dari kuota yang telah ditetapkan, maka Ditjen Dikti dapat mengalokasikan sisa kuota tersebut ke perguruan tinggi penyelenggara yang lain;

4. Pengumuman penerimaan calon mahasiswa dilakukan oleh masing-masing perguruan tinggi penyelenggara.

E. PENGHENTIAN BEASISWA

Pemberian beasiswa dihentikan apabila mahasiswa penerima beasiswa:

1. Terbukti memberikan keterangan yang tidak benar atau melakukan pelanggaran administratif pada berkas yang disampaikan;

2. Tidak memenuhi persyaratan akademik yang ditetapkan oleh perguruan tinggi penyelenggara;

3. Melakukan pelanggaran terhadap tata tertib kehidupan kampus dan peraturan lain yang berlaku di perguruan tinggi penyelenggara;

4. Mengundurkan diri;

5. Meninggal dunia.

V. MONITORING DAN EVALUASI

Monitoring dan evaluasi dilakukan dalam bentuk evaluasi eksternal dan internal.

A. MONITORING DAN EVALUASI EKSTERNAL

Monitoring dan evaluasi eksternal terhadap penyelenggaraan program akan dilakukan oleh Tim yang dibentuk oleh Direktorat Jenderal Pendidikan Tinggi. Monitoring dan evaluasi dilakukan terhadap penyelenggaraan program beasiswa BIDIK MISI, antara lain:

1. Prestasi akademik mahasiswa penerima beasiswa;

2. Penyaluran dana beasiswa;

3. Jumlah mahasiswa penerima beasiswa.

B. MONITORING DAN EVALUASI INTERNAL

Secara internal perguruan tinggi penyelenggara dapat melengkapi panduan sebagai acuan dalam penyelenggaraan program serta sistem monitoring dan evaluasinya. Hasil monitoring dan evaluasi internal dituangkan dalam Laporan Program dan Keuangan yang disampaikan kepada Direktorat Jenderal Pendidikan Tinggi.

1. Pelaporan Program

Pelaporan program berprinsip pada 3-T (Tepat Sasaran, Tepat Jumlah, dan Tepat Waktu).

a. Tepat Sasaran; artinya beasiswa telah disalurkan kepada mahasiswa yang memenuhi persyaratan yang telah ditentukan dalam pedoman dengan menyebutkan jumlah mahasiswa.

b. Tepat Jumlah; artinya jumlah mahasiswa penerima beasiswa harus sesuai dengan perjanjian yang telah ditetapkan. Apabila jumlah mahasiswa penerima beasiswa kurang dari yang telah ditetapkan, maka perguruan tinggi wajib melaporkan ke Ditjen Dikti

c. Tepat Waktu; artinya beasiswa telah disalurkan kepada mahasiswa sesuai dengan waktu sebagaimana diatur dalam mekanisme penyaluran dana.

2. Pelaporan Keuangan

Laporan keuangan melampirkan bukti pembayaran dana biaya hidup kepada mahasiswa, dan keperluan lain yang dikeluarkan perguruan tinggi penyelenggara untuk keperluan studi mahasiswa penerima beasiswa.

3. Pengiriman Laporan

Laporan berupa soft copy (CD) dikirim ke:

The SCG Foundation is pleased to grant up to 6 full scholarships for individuals wishing to study at the Master of Arts Program in International Development Studies (MAIDS) at Chulalongkorn University for the upcoming 2010-2011 academic year.

2010 Korean Government Scholarship Program for

International Students for an Undergraduate Course

1. Program Objective

The objective of the Korean Government Scholarship Program for an Undergraduate Course is to provide international students with the opportunity to conduct advanced studies at higher educational institutions in Korea in order to promote international exchanges in education and mutual friendship between the countries.

2. Total Candidates for Selection: 150 people < Refer to the attachment.2>

Only those who hold a citizenship of the countries in the attachment are eligible for the program.

3. Academic Programs

Undergraduate degree courses for four years after successfully completing a one-year Korean Language Training. University transferring is not allowed (e.g. Beginning from the 3rd year is not allowed.)

4. Fields of Study

4-year undergraduate courses which are provided by the universities designated by NIIED

Not applicable: International studies where classes are conducted in English, medicine, dentistry, or other fields the study period of which exceeds 4 years (e.g. architecture)

5. Qualifications

Prospective applicant must meet the following qualification criteria:

(1) Must be a citizen of the country to which scholarships are offered, which is also applied to his/her parents.

Applicant must not be a holder of Korean citizenship.

(2) Should be under 25 years of age as of April 1, 2010.

(3) Have an adequate health, both physically and mentally.

Persons who are pregnant or having severe illness may not apply.

(4) Have finished or be scheduled to finish formal education of elementary, middle, high school as of April 1, 2010.

Exceptional acceptance for a person who will have finished high school as of September 1, 2010 and who will be able to start his/her bachelors degree course from March 1,2011 because of his/her excellence in Korean proficiency; in case that the person has level 4 in TOPIK before starting his/her bachelors degree course)

(5) Possess above 80% (out of 100%) in a grade point average (G.P.A.) of the whole school years of the high school attended or within top 10% among graduates in the same year.

(6) Not at any time have received a Korean government scholarship for his/her undergraduate study before.

(7) Not have enrolled in an undergraduate course in Korea before.

(8) Preferential selection for applicants who are good at Korean or English.

6. Submission of Required Documents

(1) Place of Submission: Korean Embassy (or Consulate) in the country of origin or Korean university that is in charge of recommendation of candidates

The Certificates of Citizenship of the Applicant and His/Her Parents such as a birth certificate, copy of passport, etc.

(4) Notes

Application should be done through ONLY ONE INSTITUTION in charge of recommendation of qualified candidates. Dual application is to be rejected.

English Name Spelling in the application form MUST be exactly the same as in the passport.

Application form and other program materials are to be filled out either in Korean or in English. And all of the materials should be A4 sized; if smaller, attach the material to an additional A 4 sized paper; if bigger, fold it up to be an A 4 sized one.

Regarding a high school grade transcript, it should prove that your academic achievement satisfies 5-(5) above; otherwise, you should submit a certificate issued by the high school, which should include either an official seal of the school or a school principal’s signature.

The documents such as certificates or credentials issued in languages other than Korean or English must include official notarized translation, which is to be put before the original.

Other documents except the ones written on a form prescribed by NIIED should contain their numbers and names on the top right. (ex.High School Diploma)

When you submitting the documents to the institution in charge of selection of candidates, the documents should be arranged in the order of the list of the required documents stated above. Each document can be stapled, but all of the documents should be put together using (a) clip(s): do not staple them altogether, or do not put them into a transparent file one by one.

Submitted documents will not be returned to the applicant.

Incomplete or incorrect documents are subject to rejection by NIIED.

7. Scholarship Payment

(1) Scholarship Period: April 1, 2010 ~ February 28, 2015

(2) Scholarship Benefits

Airplane ticket or airfare: The grantees will receive an airplane ticket or be paid an economy class airfare of the shortest route between their country and Korea when they come to Korea, and, thereafter, when they leave Korea after completion of their study.

Monthly Allowance: 800,000 won per month

Tuitions: The full tuition is exempted by NIIED and the entrance fee for the first semester by the host university.

Settlement Allowance: 200,000 won upon arrival

Repatriation Allowance: 100,000 won upon completion of studies

Korean Language Training Expenses: The full costs up to 1 year (NIIED pays directly to the language training institution)

Medical Insurance: The grantees will be provided with health insurance for major accidents and illnesses during their scholarship period.

(3) Notes

NIIED does not compensate fees for the domestic travel both in the grantee’s country and Korea.

Airfare for entry into Korea will not be provided to a grantee who already arrived and has been staying in Korea for between the confirmation date of selection of scholarship students and the designated entry due (March 30, 2010).

NIIED does not compensate fees for insurance of traveling to and from Korea.

The medical fee is to be reimbursed through the insurance company to the grantee after s/he pays first

Any grantee who gives up his/her study during the scholarship period will not receive airfare and allowance for repatriation except for the cases approved by NIIED such as severance of diplomatic relations, war or other natural disasters.

Any grantee who quits the program in 3 months after one’s entrance into Korea, should refund all scholarship fees (The airfare of arriving Korea, settlement allowance, monthly allowance, Korean language training expenses, etc.).

9. Other Important things

(1) Entry

① Grantees must arrive in Korea by March 30, 2010. In case a grantee does not enter Korea by the date stated above without any special reason, his/her scholarship award will be canceled.

※ Grantees who will have finished high school as of September 1, 2010 and who will be able to start his/her

bachelor’s degree course from March 1,2011 because of his/her excellence in Korean proficiency must

arrive in Korea by August 30, 2010.

Prior to arrival, grantees should acquire some knowledge about the Korean climate, customs, culture, etc.

Grantees are required to get a visa before arriving in Korea.

Visit the Consular section of the Korean embassy or consulate in your country of residence with the invitation letter from NIIED, after being informed of selection as a grantee.

Every grantee should read theGuidebook for GKS - Undergraduate Studentsthoroughly before coming to Korea and keep it for reference while staying in Korea, which will be distributed prior to arriving in Korea.

The payment of the monthly allowance for the first month after arrival in Korea may be delayed. Therefore, every grantee is advised to bring extra money to cover the living expenses for the period.

(2) Housing

Grantees would reside in a university dormitory.

The dormitory fee will be deducted out of the monthly allowance by the university.

(3) Korean Language Course

Duration: April 1, 2010 ~ February 28, 2011

Notes

- In principle, the grantee is not supposed to leave Korea during Korean language training.

- The grantee must not bring his/her family to Korea during the Korean language training period. And in case that s/he wishes to be accompanied by his/her family after completion of the language course, the whole expenses for it should be borne by him/her.

- The grantee should have a certain level of Korean proficiency after completion of Korean language training; otherwise, scholarship may be cancelled.

(4) Undergraduate Degree Program

Duration: March 1, 2011 ~ February 28, 2015

- The grantee selected through the recommendation of a university: At the university which has recommended him/her

- The grantee selected through the recommendation of a Korean embassy: At the university to which s/he is admitted. (S/he may apply for admission to a university s/he would like to enter)

Notes

- The grantee should make a preparation of the required documents for application for an admission to a university.

- If the grantee is needed to write a final thesis, it must be written in Korean in principle; if the final theses must be written in another foreign language, s/he should submit its summary in Korean.

(5) Cancellation or temporary suspension of Scholarship

If a grantee is found engaged in any of the following activities during his/her stay in Korea, his/her scholarship will be suspended and then will be disqualified from a grantee position.

- When any documents of the scholarship application has been found false.

- When the grantee is punished by the university or involved in any form of political activity.

- When the grantee has violated the written pledge which s/he has given to NIIED.

- When the grantee has violated the guidelines and regulations set by NIIED.

- When the grantee has been cautioned more than 2 times due to an unexcused absence or a prolonged absence from the Korean language training or the temporary departure without permission or notification

- When the grantee has not earned at least 2/3 of the registered credit courses of the semester.

- When the grantee has not submitted a request for re-enrollment to the university and not notified NIIED of re-enrollment without any proper reasons within one month after the period of ‘temporary absence from school’ has ended.

- When the grantee has given up one’s studies.

- When they refuse to study at the assigned university after s/he finished his/her Korean language course.

Temporary suspension of scholarship

- After the grantee begins his/her study at undergraduate course, s/he should obtain a proper approval from the university where s/he studies in order to exit Korea for more than 30 days. Neglecting this rule will cause his/her monthly allowance to be cut for the period of absence exceeding 30 days.

- In special cases(e.g. funeral of his/her parents, his/her wedding, treatment of illness, etc.), the grantee may leave Korea for a maximum of 2 weeks after s/he gets the permission from NIIED; the scholarship for the period is not to be paid

- In case that the grantee does not have a certain level of Korean proficiency after completion of Korean language course.

Chinese Government Scholarship scheme is established by the Ministry of Education of P.R. China (hereinafter referred to as MOE) in accordance with educational exchange agreements or understandings reached between Chinese government and governments of other countries, organizations, education institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to manage the recruitment and carry out the routine management of Chinese Government Scholarship Programs.

1. According to the regulation stipulated by MOE, all undergraduate programs for international students are instructed in Chinese. Applicants with no command of Chinese are generally required to take the college preparatory courses for one to two years before entering university. And only by passing the examinations after the college preparatory courses, could they start their university studies.

2. Part of the Chinese HEIs could conduct part of the postgraduate program and non-degree courses for general and senior scholars in English. Please check Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program or visit http://www.csc.edu.cn/laihua.

3. Scholarship students should complete their study within the due time; duration for scholarship specified in the Admission Notice can not be extended in principle.

APPLICATION

Applicants shall apply to Chinese diplomatic missions or dispatching authorities between January and April every year. Applicants may refer to the above authorities for deadlines for application.

CRETERIA & ELIGIBILITY

1. Applicants must be non-Chinese citizens in good health.

2. Education background and age limit:

- Applicants for undergraduate program must have senior high school diploma with good academic performance and be under the age of 25.

- Applicants for master’s degree program must have bachelor’s degree and be under the age of 35.

- Applicants for doctoral degree program must have master’s degree and be under the age of 40.

- Applicants for Chinese training program must have senior high school diploma and be under the age of 35, Chinese language is the only subject available.

- Applicants for general scholar program must have completed at least two years of undergraduate study and be under the age of 45, all subjects besides Chinese language are available.

- Applicants for senior scholar program must have master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.

VALUES OF SCHOLARSHIP

1. Full Scholarship

- Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, and fee for basic learning materials; free accommodation on campus;

- Living allowance;

- One-off settlement subsidy after registration;

- Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;

- One-off inter-city travel subsidy.

Note:

1) Costs of the laboratory experiment or internship beyond the institution’s arrangements should be self-afforded.

2) Fee for basic learning materials only covers the necessary learning materials prescribed by the host institution, and other textbooks and materials shall be self-afforded.

3) Monthly allowance is granted to the students through the host institution at the following rates (CNY Yuan per month):

- Undergraduates & Chinese language students: CNY 1,400 Yuan

- Master’s degree students & general scholars: CNY 1,700 Yuan

- Doctoral degree students & senior scholars: CNY 2,000 Yuan

Scholarship students shall receive their monthly living allowance after registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount of that month. Students upon graduation will get a living allowance for another 15 days after the graduation date set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who missed the monthly living allowance during holidays could be reimbursed upon their return on campus. The allowance will be suspended for one month for those students who do not register on time without permission from the university, leave for non-health reasons or are absent from university over a month. Students who have to suspend their studies for health reasons are required to go back to their home countries for treatment. The international travel expenses should be covered by the students themselves. With the university’s approval, the scholarship status can be reserved for up to one year and their living allowances will be suspended during their leave. The scholarship status will not be reserved for those who suspend their studies for other reasons.

4) New students will get a one-off settlement subsidy upon their arrival in China.

- CNY 1,000 Yuan for new students who will study in China up to one academic year

- CNY 1,500 Yuan for new students who will study in China above one academic year

5) Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals entrusted by the institution. The students are required to share a certain percentage of expense in accordance with the institution’s regulations.

6) Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the entrusted medical assistance agencies provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. For scholarship student, the individual claim will not be accepted by the insurance company.

7) One-off inter-city travel ticket (each for coming-in and leaving China)

A hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for new scholarship students traveling from the port of entry upon registration to the city where the admitting institution or institution of Chinese language training or college preparatory courses is located; for students traveling from the Chinese language training institution or preparatory education institution to the city where the university for major study is located; and for students traveling from the city where the institution is located to the nearest port for departure upon graduation. Meal and excess of baggage should be self-afforded.

2. Partial Scholarship

One or several items of full scholarship (one-off settlement subsidy and one-off inter-city travel allowance excluded).

APPLICATION DOCUMENTS

The applicants must fill in and provide the following documents truly, correctly and completely (in duplicates).

1. Application Form for Chinese Government Scholarship filled in Chinese or English

Those who are available for online application shall fill in and print the application form after submitting it online.

The CSC Online Application System for Study in China is available on http://laihua.csc.edu.cn .

Those who cannot apply online shall contact the dispatching authorities to get the application form and fill it truly, correctly and completely.

2. Highest diploma (notarized photocopy): University students or applicants employed shall also provide proof of studying or employment on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

3. Academic transcripts (notarized photocopy): Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

4. A study or research plan. All applicants are required to submit a study or research plan. It must be in Chinese or in English.

5. Recommendation letters: Applicants for postgraduate studies, or study in China as senior scholars must submit two letters of recommendation in Chinese or English from professors or associate professors. Applicants who apply in China shall submit the Admission Notice or Invitation Letter issued by the targeted university.

6. Applicants for music studies are requested to submit a CD of the applicants’ own works. Applicants for fine arts programs must submit a CD of the applicants’ own works (including two sketches, two color paintings and two other works).

7. Applicants under the age of 18 should submit the legal documents of their legal guardians in China.

8. Photocopy of Foreigner Physical Examination Form (The original copy should be kept by the applicant. The form printed by Chinese quarantine authority could be downloaded from http://www.csc.edu.cn). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take medical examination due to the 6-months validity of the medical results.

The above documents should be forwarded to CSC by April 30th, 2010 via either the Chinese diplomatic mission in the applicant’s home country or the embassy of the applicant’s home country in China. Individual applications are not accepted by CSC. Application documents will not be returned.

SELECTION OF INSTITUTIONS AND SPECIALTIES

Applicants can choose one academic program and three institutions as their preferences from the Chinese HEIs designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program. Only the listed Chinese HEIs in the Directory are available to the applicants for their study in China.

APPROVAL AND NOTIFICATION

1. CSC will assess all the application documents and CSC reserves the right to make necessary adjustments on the proposed institutions, specialties and duration of study. The qualified applications will be forwarded to institutions for academic caliber and they will forward their nominations to CSC for agreement. The applications will be regarded as invalid and will not be accepted if they fail to meet the enrollment requirements or the application documents are incomplete.

2. If overseas applicants for degree programs with exemption of examinations are academically ineligible to the proposed programs, the institution reserves the right to decide the academic program they could attend or whether to give them conditional offers for their proposed programs. Students who attend Chinese language courses prior to their university study or those attend the college preparatory program must pass the university entrance examinations or other examinations required before they start their major studies. Students attending the college preparatory program, who fail to pass the required examinations within the due period shall complete their study as Chinese language students.

3. Applicants are required to enclose the admission notice from Chinese HEIs, if they have, in the documents submitted to CSC.

4. Scholarship applicants academically accepted by Chinese HEIs will be officially awarded the Chinese Government Scholarship with the approval from CSC.

5. Students are required to sign on their Admission Notice, if they have no objection with the placement, and are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice.

6. CSC will send the Admission Notice and Visa Application Form for Study in China (JW201) to dispatching authorities by July 31st , 2010, who will forward the documents to the students.

Entry requirement

A first class or upper second class U.K. BSc (Hons) degree (or equivalent) or Masters degree in a relevant field.

Award

The studentships will pay UK/EU fees and provide a maintenance stipend linked to the RCUK rate (currently £13,290 per annum) for up to three years. Applications from overseas students are welcome, but a successful candidate would be responsible for paying the international fees. (Fees for 2009/10 are £10,200 for international students).

Eligibility

Applications can be accepted from UK/EU and also International students. The minimum English language proficiency requirement for candidates who have not undertaken a higher degree at a UK HE institution is IELTS 6.5 or TOEFL 560/iBT 83.
