2010 Korean Government Scholarship Program for

International Students for an Undergraduate Course

1. Program Objective

The objective of the Korean Government Scholarship Program for an Undergraduate Course is to provide international students with the opportunity to conduct advanced studies at higher educational institutions in Korea in order to promote international exchanges in education and mutual friendship between the countries.

2. Total Candidates for Selection: 150 people < Refer to the attachment.2>

Only those who hold a citizenship of the countries in the attachment are eligible for the program.

3. Academic Programs

Undergraduate degree courses for four years after successfully completing a one-year Korean Language Training. University transferring is not allowed (e.g. Beginning from the 3rd year is not allowed.)

4. Fields of Study

4-year undergraduate courses which are provided by the universities designated by NIIED

Not applicable: International studies where classes are conducted in English, medicine, dentistry, or other fields the study period of which exceeds 4 years (e.g. architecture)

5. Qualifications

Prospective applicant must meet the following qualification criteria:

(1) Must be a citizen of the country to which scholarships are offered, which is also applied to his/her parents.

Applicant must not be a holder of Korean citizenship.

(2) Should be under 25 years of age as of April 1, 2010.

(3) Have an adequate health, both physically and mentally.

Persons who are pregnant or having severe illness may not apply.

(4) Have finished or be scheduled to finish formal education of elementary, middle, high school as of April 1, 2010.

Exceptional acceptance for a person who will have finished high school as of September 1, 2010 and who will be able to start his/her bachelors degree course from March 1,2011 because of his/her excellence in Korean proficiency; in case that the person has level 4 in TOPIK before starting his/her bachelors degree course)

(5) Possess above 80% (out of 100%) in a grade point average (G.P.A.) of the whole school years of the high school attended or within top 10% among graduates in the same year.

(6) Not at any time have received a Korean government scholarship for his/her undergraduate study before.

(7) Not have enrolled in an undergraduate course in Korea before.

(8) Preferential selection for applicants who are good at Korean or English.

6. Submission of Required Documents

(1) Place of Submission: Korean Embassy (or Consulate) in the country of origin or Korean university that is in charge of recommendation of candidates

One Copy of the Applicant’s Passport

The Certificates of Citizenship of the Applicant and His/Her Parents such as a birth certificate, copy of passport, etc.

One Copy of a Certificate of Korean or English Proficiency within 2 years from as of April 1, 2010 (if applicable)

(4) Notes

Application should be done through ONLY ONE INSTITUTION in charge of recommendation of qualified candidates. Dual application is to be rejected.

English Name Spelling in the application form MUST be exactly the same as in the passport.

Application form and other program materials are to be filled out either in Korean or in English. And all of the materials should be A4 sized; if smaller, attach the material to an additional A 4 sized paper; if bigger, fold it up to be an A 4 sized one.

Regarding a high school grade transcript, it should prove that your academic achievement satisfies 5-(5) above; otherwise, you should submit a certificate issued by the high school, which should include either an official seal of the school or a school principal’s signature.

The documents such as certificates or credentials issued in languages other than Korean or English must include official notarized translation, which is to be put before the original.

Other documents except the ones written on a form prescribed by NIIED should contain their numbers and names on the top right. (ex.High School Diploma)

When you submitting the documents to the institution in charge of selection of candidates, the documents should be arranged in the order of the list of the required documents stated above. Each document can be stapled, but all of the documents should be put together using (a) clip(s): do not staple them altogether, or do not put them into a transparent file one by one.

Submitted documents will not be returned to the applicant.

Incomplete or incorrect documents are subject to rejection by NIIED.

7. Scholarship Payment

(1) Scholarship Period: April 1, 2010 ~ February 28, 2015

(2) Scholarship Benefits

Airplane ticket or airfare: The grantees will receive an airplane ticket or be paid an economy class airfare of the shortest route between their country and Korea when they come to Korea, and, thereafter, when they leave Korea after completion of their study.

Monthly Allowance: 800,000 won per month

Tuitions: The full tuition is exempted by NIIED and the entrance fee for the first semester by the host university.

Settlement Allowance: 200,000 won upon arrival

Repatriation Allowance: 100,000 won upon completion of studies

Korean Language Training Expenses: The full costs up to 1 year (NIIED pays directly to the language training institution)

Medical Insurance: The grantees will be provided with health insurance for major accidents and illnesses during their scholarship period.

(3) Notes

NIIED does not compensate fees for the domestic travel both in the grantee’s country and Korea.

Airfare for entry into Korea will not be provided to a grantee who already arrived and has been staying in Korea for between the confirmation date of selection of scholarship students and the designated entry due (March 30, 2010).

NIIED does not compensate fees for insurance of traveling to and from Korea.

The medical fee is to be reimbursed through the insurance company to the grantee after s/he pays first

Any grantee who gives up his/her study during the scholarship period will not receive airfare and allowance for repatriation except for the cases approved by NIIED such as severance of diplomatic relations, war or other natural disasters.

Any grantee who quits the program in 3 months after one’s entrance into Korea, should refund all scholarship fees (The airfare of arriving Korea, settlement allowance, monthly allowance, Korean language training expenses, etc.).

9. Other Important things

(1) Entry

① Grantees must arrive in Korea by March 30, 2010. In case a grantee does not enter Korea by the date stated above without any special reason, his/her scholarship award will be canceled.

※ Grantees who will have finished high school as of September 1, 2010 and who will be able to start his/her

bachelor’s degree course from March 1,2011 because of his/her excellence in Korean proficiency must

arrive in Korea by August 30, 2010.

Prior to arrival, grantees should acquire some knowledge about the Korean climate, customs, culture, etc.

Grantees are required to get a visa before arriving in Korea.

Visit the Consular section of the Korean embassy or consulate in your country of residence with the invitation letter from NIIED, after being informed of selection as a grantee.

Every grantee should read theGuidebook for GKS - Undergraduate Studentsthoroughly before coming to Korea and keep it for reference while staying in Korea, which will be distributed prior to arriving in Korea.

The payment of the monthly allowance for the first month after arrival in Korea may be delayed. Therefore, every grantee is advised to bring extra money to cover the living expenses for the period.

(2) Housing

Grantees would reside in a university dormitory.

The dormitory fee will be deducted out of the monthly allowance by the university.

(3) Korean Language Course

Duration: April 1, 2010 ~ February 28, 2011

Notes

- In principle, the grantee is not supposed to leave Korea during Korean language training.

- The grantee must not bring his/her family to Korea during the Korean language training period. And in case that s/he wishes to be accompanied by his/her family after completion of the language course, the whole expenses for it should be borne by him/her.

- The grantee should have a certain level of Korean proficiency after completion of Korean language training; otherwise, scholarship may be cancelled.

(4) Undergraduate Degree Program

Duration: March 1, 2011 ~ February 28, 2015

Institution

- The grantee selected through the recommendation of a university: At the university which has recommended him/her

- The grantee selected through the recommendation of a Korean embassy: At the university to which s/he is admitted. (S/he may apply for admission to a university s/he would like to enter)

Notes

- The grantee should make a preparation of the required documents for application for an admission to a university.

- If the grantee is needed to write a final thesis, it must be written in Korean in principle; if the final theses must be written in another foreign language, s/he should submit its summary in Korean.

(5) Cancellation or temporary suspension of Scholarship

If a grantee is found engaged in any of the following activities during his/her stay in Korea, his/her scholarship will be suspended and then will be disqualified from a grantee position.

- When any documents of the scholarship application has been found false.

- When the grantee is punished by the university or involved in any form of political activity.

- When the grantee has violated the written pledge which s/he has given to NIIED.

- When the grantee has violated the guidelines and regulations set by NIIED.

- When the grantee has been cautioned more than 2 times due to an unexcused absence or a prolonged absence from the Korean language training or the temporary departure without permission or notification

- When the grantee has not earned at least 2/3 of the registered credit courses of the semester.

- When the grantee has not submitted a request for re-enrollment to the university and not notified NIIED of re-enrollment without any proper reasons within one month after the period of ‘temporary absence from school’ has ended.

- When the grantee has given up one’s studies.

- When they refuse to study at the assigned university after s/he finished his/her Korean language course.

Temporary suspension of scholarship

- After the grantee begins his/her study at undergraduate course, s/he should obtain a proper approval from the university where s/he studies in order to exit Korea for more than 30 days. Neglecting this rule will cause his/her monthly allowance to be cut for the period of absence exceeding 30 days.

- In special cases(e.g. funeral of his/her parents, his/her wedding, treatment of illness, etc.), the grantee may leave Korea for a maximum of 2 weeks after s/he gets the permission from NIIED; the scholarship for the period is not to be paid

- In case that the grantee does not have a certain level of Korean proficiency after completion of Korean language course.

Chinese Government Scholarship scheme is established by the Ministry of Education of P.R. China (hereinafter referred to as MOE) in accordance with educational exchange agreements or understandings reached between Chinese government and governments of other countries, organizations, education institutions and relevant international organizations to provide both full scholarships and partial scholarships to international students and scholars. MOE entrusts China Scholarship Council (hereinafter referred to as CSC) to manage the recruitment and carry out the routine management of Chinese Government Scholarship Programs.

1. According to the regulation stipulated by MOE, all undergraduate programs for international students are instructed in Chinese. Applicants with no command of Chinese are generally required to take the college preparatory courses for one to two years before entering university. And only by passing the examinations after the college preparatory courses, could they start their university studies.

2. Part of the Chinese HEIs could conduct part of the postgraduate program and non-degree courses for general and senior scholars in English. Please check Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program or visit http://www.csc.edu.cn/laihua.

3. Scholarship students should complete their study within the due time; duration for scholarship specified in the Admission Notice can not be extended in principle.

APPLICATION

Applicants shall apply to Chinese diplomatic missions or dispatching authorities between January and April every year. Applicants may refer to the above authorities for deadlines for application.

CRETERIA & ELIGIBILITY

1. Applicants must be non-Chinese citizens in good health.

2. Education background and age limit:

- Applicants for undergraduate program must have senior high school diploma with good academic performance and be under the age of 25.

- Applicants for master’s degree program must have bachelor’s degree and be under the age of 35.

- Applicants for doctoral degree program must have master’s degree and be under the age of 40.

- Applicants for Chinese training program must have senior high school diploma and be under the age of 35, Chinese language is the only subject available.

- Applicants for general scholar program must have completed at least two years of undergraduate study and be under the age of 45, all subjects besides Chinese language are available.

- Applicants for senior scholar program must have master’s degree or above, or hold academic titles of associate professor or above, and be under the age of 50.

VALUES OF SCHOLARSHIP

1. Full Scholarship

- Exempt from registration fee, tuition fee, fee for laboratory experiment, fee for internship, and fee for basic learning materials; free accommodation on campus;

- Living allowance;

- One-off settlement subsidy after registration;

- Fee for outpatient medical service, Comprehensive Medical Insurance and Benefit Plan for International Students in China;

- One-off inter-city travel subsidy.

Note:

1) Costs of the laboratory experiment or internship beyond the institution’s arrangements should be self-afforded.

2) Fee for basic learning materials only covers the necessary learning materials prescribed by the host institution, and other textbooks and materials shall be self-afforded.

3) Monthly allowance is granted to the students through the host institution at the following rates (CNY Yuan per month):

- Undergraduates & Chinese language students: CNY 1,400 Yuan

- Master’s degree students & general scholars: CNY 1,700 Yuan

- Doctoral degree students & senior scholars: CNY 2,000 Yuan

Scholarship students shall receive their monthly living allowance after registration. New students who register before 15th (15th included) of the registration month will get the full amount of living allowance of that month, and those who register after 15th will get half amount of that month. Students upon graduation will get a living allowance for another 15 days after the graduation date set by the university. The allowance will be terminated from the next month after students suspend their studies, drop school or complete schooling from the university. Monthly living allowance covers school holidays. Scholarship students who missed the monthly living allowance during holidays could be reimbursed upon their return on campus. The allowance will be suspended for one month for those students who do not register on time without permission from the university, leave for non-health reasons or are absent from university over a month. Students who have to suspend their studies for health reasons are required to go back to their home countries for treatment. The international travel expenses should be covered by the students themselves. With the university’s approval, the scholarship status can be reserved for up to one year and their living allowances will be suspended during their leave. The scholarship status will not be reserved for those who suspend their studies for other reasons.

4) New students will get a one-off settlement subsidy upon their arrival in China.

- CNY 1,000 Yuan for new students who will study in China up to one academic year

- CNY 1,500 Yuan for new students who will study in China above one academic year

5) Fee for outpatient medical service refers to the outpatient expense in the institution’s hospital or the hospitals entrusted by the institution. The students are required to share a certain percentage of expense in accordance with the institution’s regulations.

6) Comprehensive Medical Insurance and Benefit Plan for International Students in China is provided by MOE for the scholarship students in China in case of hospitalizing for serious diseases and accidental injuries. The institutions or the entrusted medical assistance agencies provide advancement service for insurance expenses, and claim for compensation with relevant payment receipts from the insurance company according to the stipulated insurance articles. For scholarship student, the individual claim will not be accepted by the insurance company.

7) One-off inter-city travel ticket (each for coming-in and leaving China)

A hard-seat train ticket (hard-berth train ticket for overnight trip) will be provided for new scholarship students traveling from the port of entry upon registration to the city where the admitting institution or institution of Chinese language training or college preparatory courses is located; for students traveling from the Chinese language training institution or preparatory education institution to the city where the university for major study is located; and for students traveling from the city where the institution is located to the nearest port for departure upon graduation. Meal and excess of baggage should be self-afforded.

2. Partial Scholarship

One or several items of full scholarship (one-off settlement subsidy and one-off inter-city travel allowance excluded).

APPLICATION DOCUMENTS

The applicants must fill in and provide the following documents truly, correctly and completely (in duplicates).

1. Application Form for Chinese Government Scholarship filled in Chinese or English

Those who are available for online application shall fill in and print the application form after submitting it online.

The CSC Online Application System for Study in China is available on http://laihua.csc.edu.cn .

Those who cannot apply online shall contact the dispatching authorities to get the application form and fill it truly, correctly and completely.

2. Highest diploma (notarized photocopy): University students or applicants employed shall also provide proof of studying or employment on application. Documents in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

3. Academic transcripts (notarized photocopy): Transcripts in languages other than Chinese or English must be attached with notarized translations in Chinese or English.

4. A study or research plan. All applicants are required to submit a study or research plan. It must be in Chinese or in English.

5. Recommendation letters: Applicants for postgraduate studies, or study in China as senior scholars must submit two letters of recommendation in Chinese or English from professors or associate professors. Applicants who apply in China shall submit the Admission Notice or Invitation Letter issued by the targeted university.

6. Applicants for music studies are requested to submit a CD of the applicants’ own works. Applicants for fine arts programs must submit a CD of the applicants’ own works (including two sketches, two color paintings and two other works).

7. Applicants under the age of 18 should submit the legal documents of their legal guardians in China.

8. Photocopy of Foreigner Physical Examination Form (The original copy should be kept by the applicant. The form printed by Chinese quarantine authority could be downloaded from http://www.csc.edu.cn). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital or a sealed photograph of the applicants are invalid. Please select the appropriate time to take medical examination due to the 6-months validity of the medical results.

The above documents should be forwarded to CSC by April 30th, 2010 via either the Chinese diplomatic mission in the applicant’s home country or the embassy of the applicant’s home country in China. Individual applications are not accepted by CSC. Application documents will not be returned.

SELECTION OF INSTITUTIONS AND SPECIALTIES

Applicants can choose one academic program and three institutions as their preferences from the Chinese HEIs designated by MOE. Please check the Directory of Chinese Higher Institutions Admitting International Students under Chinese Government Scholarship Program. Only the listed Chinese HEIs in the Directory are available to the applicants for their study in China.

APPROVAL AND NOTIFICATION

1. CSC will assess all the application documents and CSC reserves the right to make necessary adjustments on the proposed institutions, specialties and duration of study. The qualified applications will be forwarded to institutions for academic caliber and they will forward their nominations to CSC for agreement. The applications will be regarded as invalid and will not be accepted if they fail to meet the enrollment requirements or the application documents are incomplete.

2. If overseas applicants for degree programs with exemption of examinations are academically ineligible to the proposed programs, the institution reserves the right to decide the academic program they could attend or whether to give them conditional offers for their proposed programs. Students who attend Chinese language courses prior to their university study or those attend the college preparatory program must pass the university entrance examinations or other examinations required before they start their major studies. Students attending the college preparatory program, who fail to pass the required examinations within the due period shall complete their study as Chinese language students.

3. Applicants are required to enclose the admission notice from Chinese HEIs, if they have, in the documents submitted to CSC.

4. Scholarship applicants academically accepted by Chinese HEIs will be officially awarded the Chinese Government Scholarship with the approval from CSC.

5. Students are required to sign on their Admission Notice, if they have no objection with the placement, and are not permitted, in principle, to change their specialties, institutions or the duration of study specified in the Admission Notice.

6. CSC will send the Admission Notice and Visa Application Form for Study in China (JW201) to dispatching authorities by July 31st , 2010, who will forward the documents to the students.

A first class or upper second class U.K. BSc (Hons) degree (or equivalent) or Masters degree in a relevant field.

Award

The studentships will pay UK/EU fees and provide a maintenance stipend linked to the RCUK rate (currently £13,290 per annum) for up to three years. Applications from overseas students are welcome, but a successful candidate would be responsible for paying the international fees. (Fees for 2009/10 are £10,200 for international students).

Eligibility

Applications can be accepted from UK/EU and also International students. The minimum English language proficiency requirement for candidates who have not undertaken a higher degree at a UK HE institution is IELTS 6.5 or TOEFL 560/iBT 83.

The Hertie-School of Governance (HSoG) is a partner in the collaborative research center SFB 700: "Governance in Areas of Limited Statehood", funded by the Deutsche Forschungsgemeinsch

aft (DFG). We invite applications for

1 Doctoral Researcher – Economics or Political Science

within a research project directed by Prof. Dr. Henrik Enderlein. The project analyses financial crises in developing countries, in particular sovereign debt crises and related creditor litigation. For a detailed description of the project, see www.sfbgovernance.de/psi

Job profile:
- An excellent university degree in economics or political science.
- A strong background and interest in project-related research (e.g. development economics, international political economy, macroeconomics, international finance and law).
- Good knowledge of applied empirical methods. Skills in econometrics and statistical software such as Stata would be an asset.
- An excellent command of English; command of German would be an asset.

The position involves research at the intersection between economics and political science. You would become part of a motivated team of researchers working in an interdisciplinary environment with excellent resources and strong exposure to relevant international organizations (e.g. IMF, IADB, World Bank).

Contract duration and remuneration:
>From early 2010 until end 2013. The positions is part-time (50%), remuneration is according to DFG guidelines.

* Excellent first degree with a minimum GPA >=3.0.
* Good level of spoken and written English language (IELTS 6.5).
* Minimum of 2 years full time post-graduate (S1) work experience.
* Excellent career prospects.
* Commitment to career development, and ability to demonstrate motivation.
* Must be able to demonstrate future leadership potential and the capacity to play an important role in Indonesia's development.
* Field of study should be relevant to educational background or current profession.
* We regret that we are unable to receive applications for MBAs.
* Previous recipients of a Chevening scholarship for Masters degrees are not eligible to apply.
* Employees, employee’s relatives (or former employees who have left employment within the last two years) of the FCO (Foreign & Commonwealth Office), including FCO posts, the British Council or any Chevening sponsors are not be eligible for these awards.
